In March, Major League Baseball sent two different memos to clubs saying it would step up the monitoring and enforcement of rules prohibiting pitchers from applying foreign substances to baseballs.

Less than one week into the season, the league’s latest attempted crackdown is being put to the test. And a pitcher who has been perhaps more outspoken than any other on the subject — Dodgers right-hander Trevor Bauer — already is drawing attention.

The umpires in Bauer’s start against the Oakland Athletics on Thursday collected multiple balls he threw during the game, according to major-league sources. The balls had visible markings and were sticky, and were sent to the league offices for further inspection, the sources said.

Yet, even if the balls Bauer threw are found to have contained foreign substances, it remains to be seen whether the league can prove he was responsible for their application, or whether any punishment imposed by commissioner Rob Manfred would stand.

According to the league’s March 23 memo, which was sent by MLB vice-president of on-field operations Michael Hill to high-ranking officials with all 30 clubs, the commissioner’s office will review Statcast data this season to analyze changes in spin rates of pitchers suspected of using foreign substances, and compare those spin rates to the pitchers’ career norms. However, sources said the scrutiny of Bauer on Wednesday arose not from spin-rate analysis, but balls being brought to the umpires’ attention.

Bauer, who can earn a record $40 million salary in 2021, is not alone in the spotlight with regard to foreign substances this season. All pitchers, under conditions outlined by the memo, are subject to increased examination. It is not known whether balls from other pitchers have raised the same concerns as Bauer’s.

The issues of pitchers seeking illegal advantages by doctoring baseballs long has vexed MLB. Pitchers use tacky substances to improve their grip on the ball and increase movement on their pitches. In November, The Athletic’s Eno Sarris quoted a coach with experience in several major-league organizations as saying, “Almost everyone is using something.” A player-development executive told Sarris the benefits are “better than steroids.”(YAK보다 성능 좋은 타르)

Rule 6.02 states a pitcher shall not “apply a foreign substance of any kind to the ball” and/or “have on his person, or in his possession, any foreign substance.” The league’s memo states players will be subject to discipline “regardless of whether evidence of the violation has been discovered during or following a game.”

Such discipline presumably would be in the form of a fine or suspension; Michael Pineda(그 병신 니거), then with the Yankees, received a 10-game suspension for having a foreign substance on his neck in 2014. But the Players Association, which had no role in drafting the league’s memo, reserves the right to challenge any punishment.

“I don’t believe unless you can catch somebody in the act, doing it in the moment, and you get something on their hand or on their person, that you can truly prove 100 percent that they are doing it,” one general manager said. “We all know. But to suspend somebody for 10 games, you’ve got to have real evidence.”

Bauer declined to comment.

In 2018, Bauer wondered aloud on Twitter about how pitchers might increase their spin rates, making vague reference to the Astros. He then seemed to underscore his point, as Sarris noted, by adding spin rate to his fastball for one inning later that season. In 2020, when Bauer won the National League Cy Young Award in a shortened 60-game season, his four-seam fastball had the highest spin rate of any in baseball, and spin rates on his secondary pitches spiked as well.

On Wednesday, Bauer allowed two runs in 6 2/3 innings against the A’s, striking out 10 and walking one. Authenticators labeled his balls that were removed. The compliance monitors, who roam the dugout, clubhouse areas, batting cages and bullpens in search of rules violations regarding both electronic sign stealing and the use of foreign substances, also were on site.

In every game, balls that come out of play are sent to the commissioner’s office for further inspection. The league is attempting new methods of enforcement because teams generally refrain from policing each other. Managers can ask umpires to inspect an opposing pitcher for foreign substances, but often fear their counterparts will react in kind, catching a pitcher on their own club who might be committing the same infraction.

One team executive with an expertise in pitching said the best way to increase offense — and address another concern of the league’s — is to ensure that pitchers no longer use foreign substances.

“Count it as a PED, ban someone 20 games for it, we’ll see how often people want to take chances then,” the executive said. “It’s outrageous — there is a 20 to 30 percent improvement on breaking balls with it. Just can’t be allowed.”
